Great, Ultra and Master League, ranked by stat product — the best IV spread for each Pokémon, the level it's reached at, and the CP it lands on.
The short answer
Under a CP cap, the best Pokémon isn't the one with the best IVs — it's the one that carries the most Attack, Defense and HP under the cap. That total is called stat product, and it's what these 1,052 Pokémon are ranked by. Of the 95 cap-limited Pokémon in the Great League top 100 below, 73 have a 0 Attack IV as their single best roll — and the median 15/15/15 lands at #2,384of its own species' 4,096 spreads. Master League has no cap, so there the hundo wins outright: Zacian (Crowned Sword) leads it at 15/15/15, 5,629 CP.

Hundo is best— this Pokémon can't reach the CP cap even at Level 50, so there is no cap to play against and a 15/15/15 genuinely is its best roll. Everywhere else under a cap, it usually isn't.
Why a hundo is usually a bad Great League Pokémon
CP is not a measure of quality — it's a budget. It weighs Attack far more heavily than Defense or Stamina, so a high Attack IV eats your CP budget fast and stops you powering up. Drop the Attack IV and the same Pokémon fits at a higher level under the same 1,500, arriving with more Defense and more HP. In a league decided by how many shields and how much damage you can absorb, that's a straight upgrade.

Note Registeel's 8Defense IV: under a cap the best roll isn't “zero Attack, max everything else” either — it's whichever combination buys the most total stats, and that lands in odd places. It also means a Pokémon you were about to transfer may be a better PvP catch than the hundo you saved. The long version is in our guide, hundo vs PvP IVs. What this ranking is — and what it isn't
Every number here is computed from the game's base stats and the CP-multiplier table, run out to the Level 50 XL ceiling. For each Pokémon we test all 4,096 IV spreads, find the highest level each one can reach inside the league cap, and keep the spread with the biggest stat product:
CP = (Attack × √Defense × √Stamina × CPM²) ÷ 10
Stat product = Attackeff × Defenseeff × HP
- It doesn't know about movesets.No fast or charged moves, no type matchups, no shadow forms, no season meta. Bulk under a cap is a real, well-defined thing — it just isn't a tier list. Chansey tops Great League here on stat product and is still not a Great League pick.
- Every level from 1 to 50 is searched. Low Attack costs less CP, and that saving gets spent on level, so plenty of optima sit high up in XL Candy territory — 46 rows in Great and 127 in Ultra are powered past Level 45. The multiplier table runs to the Level 50 XL ceiling, so each spread here is the real optimum rather than the best inside a shorter table.
- Some Pokémon can't reach the cap at all. 329 of them in Great League and 595 in Ultra. With no cap to play against, 15/15/15 at Level 50 genuinely is their best roll, and those rows say so.
- Master League is just max stats.No cap, so it's 15/15/15 at Level 50 for everyone; Best Buddy adds one more level on top.
PvP IV questions
Is a 100% IV Pokémon good for PvP?
In Master League, yes — there's no CP cap, so every IV point is a straight upgrade and Zacian (Crowned Sword) tops the list at 15/15/15. In Great and Ultra League it's usually the opposite. The cap limits CP, and Attack costs the most CP per point, so a low Attack IV lets you power the same Pokémon higher and carry more Defense and HP under the same 1,500. Across the 95 cap-limited Pokémon in this page's Great League top 100, 73 have a 0 Attack IV as their single best roll, and the median 15/15/15 ranks #2,384 of that species' 4,096 possible spreads.
What is stat product, and why rank by it?
Stat product is effective Attack × effective Defense × HP at the highest level a Pokémon can reach inside the league's CP cap. It's the standard way to compare IV spreads because it captures the trade the cap forces on you: give up Attack, buy back level, end up with more total stats. Ranking species by their best achievable stat product tells you who gets the most out of a capped league on raw numbers.
Does this ranking account for movesets and type matchups?
No — and that's the honest limit of it. This is bulk under the cap, nothing else. No fast/charged moves, no type matchups, no shadow forms, no current-season meta. That's why Chansey sits at the top of Great League on stat product and is still not a Great League pick: enormous HP, no moves worth throwing. Use these numbers to pick the right IV spread and to see which species get the most out of a cap, not as a season tier list.
Why do the best spreads sit at such high levels?
Because under a cap, bulk is bought with level. Attack costs the most CP per point, so dropping the Attack IV frees CP budget — and that budget gets spent powering the same Pokémon higher, arriving with more Defense and more HP under the same cap. A properly bulky species soaks up a lot of that: Bastiodon's best Great League roll is 0/15/14 at Level 50 for 1,497 CP, while its own 15/15/15 runs out of room against the same 1,500 cap back at Level 38. 46 rows in this Great League list and 127 in Ultra have their optimum above Level 45 — deep in XL Candy territory — which is why the search runs the full Level 1-50 band up to the XL ceiling.
How do I find a Pokémon with the right PvP IVs?
Appraise what you already have first — the spread you want is often already in your storage, since low-Attack catches are common and most players trade them away.
