Short answer: you can't get Sinnoh Stones from PokéStops. They're a battle reward — from Trainer Battles with friends, Team Leader battles and GO Battle League — plus Research Breakthroughs. The most reliable source is three Trainer Battles a day, which pay out even if you lose.
Each stone evolves one of 18 older Pokémon into its Sinnoh-era form. Here's where they actually drop, the quickest way to farm them, and which evolutions are worth spending one on.

Niantic doesn't publish drop rates. The percentages are long-running community estimates, so treat them as a rough guide.
Not a source: PokéStop and Gym spins, the 7-day spin streak, Gifts, the shop and Giovanni. Many guides also list Team GO Rocket Leaders, but Cliff, Arlo and Sierra currently drop Unova Stones, not Sinnoh Stones.
The fastest way to farm them
- Do three Trainer Battles with a friend every day. Losing still counts, so two friends can clear all three in a few minutes.
- Beat one Team Leader in Master League. Blanche, Candela and Spark all count, and Master League has the best odds of the three.
- Play GO Battle League. The reward for your second win in each set is a random Fast TM, Charged TM, Silver Pinap Berry or Sinnoh Stone. You need to be level 10.
- Finish one Field Research task a day. Seven stamps open a Research Breakthrough, which can include a stone. Search "Sinnoh Stone" on the live Field Research search to see if any PokéStop is handing one out right now.
Stones sit in your normal item bag and can't be traded, so keep some bag space free.

Don't use a stone on: Magnezone, Probopass, Leafeon or Glaceon (they evolve at a special Lure Module), or Sneasler and Overqwil. None of them need one.
What to evolve first
Short on stones? Spend them where they matter most in raids:
- Rhyperior — one of the best Rock-type attackers in the game, no Shadow needed.
- Mamoswine — a strong Ice and Ground attacker, and one of the best as a Shadow.
- Roserade — a top Poison-type attacker.
- Any Shadow Sneasel, Tangela, Electabuzz, Murkrow or Porygon2. Their Shadow evolutions rank far above the regular versions.
Full rankings are on best attackers. For battling, check the PvP rankings first, because the best raid picks aren't always the best in GO Battle League.
Sinnoh Stone vs Unova Stone
They're different items. The Unova Stone is the Gen 5 equivalent: it evolves Pansage, Pansear, Panpour, Munna and Minccino for 50 Candy, and Eelektrik and Lampent for 100. Rocket Leaders can drop Unova Stones, which is likely where the Rocket Leader mix-up comes from — the live Team GO Rocket map shows where they are right now.

- No. Spinning PokéStops or Gyms never gives a Sinnoh Stone, and neither does the 7-day spin streak. They only come from battle rewards (Trainer Battles, Team Leaders and GO Battle League), Research Breakthroughs and the occasional event research task.
- What is the fastest way to get Sinnoh Stones?
